Staggers?

We have a little guy here at the moment bobbing his head around like a puppet on a string. He's also very wobbly in the legs and falls over a lot.
The vet's been out and suggested it could be rye grass staggers, which is quite common in alpacas, as well as other grazing animals.
The treatment is to take the animal off the offending grass which we did ages ago, but he hasn't improved, so we've moved him and a mate to another property to see if that will make a difference.
He's only a youngster, about 18 months old and we've never had staggers here before so it's a bit of a worry.
Apart from the wobbly head and legs, he's in great condition and very lively and bright. Here's a vid of what he looks like. Fingers crossed he'll get better.
